Will all 1st Alternates be offered spots in the field before 2nd Alternates?

Under the USGA Alternate Procedure, withdrawn players are replaced according to how they earned their place in the field, either through qualifying or an exemption. If a qualifying player from Site X withdrew and the 1st alternate already accepted or declined a place in the field, the 2nd alternate from Site X will be offered a place in the field, in accordance with the Alternate Procedure.

If an exempt player withdrew and Site X is the highest-ranking site on the Reallotment List, their site is the next site to receive an additional place in the field. If the 1st alternate from Site X declines, then the 2nd alternate from Site X is offered the place in the field. If the 1st alternate had previously accepted a place in the field through another replacement scenario, yet the site is the highest on the Reallotment List, the 2nd alternate is offered the place in the field. In this scenario, Site X was above Site Y in terms of the Reallotment List.
